“The 1934 Annual Report of Burlington states that the PWA would be responsible for approximately ten miles of new cement concrete sidewalks; the photograph shows one of the following projects. The project cost a total of $50,340.01; federal [P.W.A.] covered $23,000 of the construction cost.”
