Description
Spruce Street is identified as a WPA project, paved April 1938, by an etching in the pavement at the corner of Spruce and Second Street. The mayor’s name during the project appears to be J. M. Talkett. Arkansas employed more than half of their relief workers on the road and street program (WPA Highway, Road, and Street Projects, 1936 Report on the Progress of the Works Program, October 15, 1936).
