    The historic Boylan Apartments complex in Raleigh, North Carolina was constructed in 1935 with federal Public Works Administration (PWA) funds. The three buildings form a 'U' shape, surrounding a semi-enclosed courtyard, facing Snow Ave. between Hillsborough St. and W Morgan St. The development was "Raleigh’s earliest garden-style apartment complex." Per the NRHP registration form, "the project, led by local businessman Rufus Boylan, was one of the first in the nation to participate in a Public Works Administration program that loaned federal money to private developers."
