    "A bequest of securities was made to the town which was intended to provide funds for the building. Due to a decrease in the value of these securities it was necessary to obtain P.W.A. aid, and even with this aid a smaller building was constructed than the one originally contemplated. The over-all dimensions of the building are 117 by 77 feet and it is two stories high with a basement.
