    “The CWA was implemented to deal with expected high employment. The president believed Many Americans would starve unless given a chance to work in the program. The plan included a specific amount of money and time, and it was under FERA in the winter of 1933-1934. Later, the WPA finished projects begun by the FERA or the CWA.
