The caption on the federal Works Progress Administration (WPA) photo above reads:
“City of Binghamton’s municipal shops. Started by TERA [Temporary Emergency Relief Administration] and completed by WPA September 2, 1936.”
TERA was a program created by Franklin D. Roosevelt prior to his presidency, when he was still Governor of New York (The Social Welfare History Project).
