The projects were submitted by the state highway commission.

At some point, Federal Highway 23 was changed to State Route 26.
The track is former Atlantic & St. Lawrence Railroad/Grand Trunk Railway which was acquired by Canadian National in 1920 after bankruptcy. The right of way is currently leased by St. Lawrence & Atlantic Railroad.
