Description
Works Progress Administration (W.P.A.) labor constructed farm-to-market roads in Lowell, Massachusetts. WPA Bulletin:
WPA in Lowell has improved over 12 miles of farm-to-market roads. Previously many of these roads were impassable during parts of the Spring and Winter seasons and in all seasons travel was difficult.
